  民政总督发现敌人就在附近，便拼命加强防守；他怀疑海盗可能窃取城市的情报，找到可靠线索，有幸逮捕海盗将官手下的一名密探。他对密探严刑拷问，密探招认确有对鞑靼人的阴谋，主谋者是大阁老（Colao），这是中国最大的官，比总督地位高。这位阁老姓秦（Chin），就在一艘攻击堡垒的船上，等待大批援军到来，军士都誓死战斗，收复原来的中国。此后民政总督及其他官员都十分警惕以防遭到突袭；因此之故，他任命信得过的将官把守各道城门，他本人驻守城池的大门，日夜巡视，督察守卫，用言词和榜样鼓励他们防御不睡眠的敌人。他还命令其他将官率精兵防守他认为敌人最可能攻城的据点和地方。
